The Clearwater and District Chamber of Commerce  is neutral on the decision to incorporate or not.  We provide this website as a service for the benefit of our members and the community of Clearwater. 

 

Minutes of Meeting- April 18, 2006

Meeting started 7:00 pm

Present: Bert Walker, Max Tanner, Pauline Gregory, Heather MacLennan, Linda Selbee, Kelly Graffunder, Hans Wadlegger, Carol Robertson, Ron Van der Zwan, Charlene Holtby, Darlene Cowie

 Absent: Sheena Van Dyk, Christy Dobi, Ralph Sunderman,

 Members of the public present: 7 persons

 1) Introductions: were not done as members of public have attended before

 2) Action Items from March 22nd  and April 18th meeting:

bulletCarry forward from March 22nd meeting: no response on correspondence regarding who would have the responsibility of the bridge and road south towards East Blackpool.  This will be determined at the negotiation stage for what roads to keep or not.  Push by committee will be for this road to be considered an arterial road as it provides access to other users than the municipality, so could remain with the province.  Railway crossing maintenance was not included as part of the expenditures on the spreadsheets – missed. Not included as no decision made as to whether the province will retain responsibility.
bulletCarry forward from March 22nd and April 18th meeting: Mapping item – map work will be finalized after a decision on the boundaries is reached.
bulletCarry forward from March 22nd and April 18th meeting: Birch Island cemetery needs to be added and equipment reserve line needs to be increased on the Estimated Municipal Miscellaneous expenses spreadsheet. This will be passed to the consultant
bulletCarry forward from March 22nd and April 18th meeting: Discussion on Vavenby Industrial Site: Need to investigate if we need to have correspondence with Canfor once committee makes decision to include Vavenby Industrial site or not. Action item: carry forward the need to investigate correspondence with Canfor
bulletCarry forward from March 22nd and April 18th meeting: Christi to contact Tanya regarding information on recently incorporated communities and Heather is to organize another meeting within two weeks.

Bert’s Revised Sheets:

bulletMax reviewed the converted Estimated Municipal and discussed changes under farm for Birch Island column and recreation for Birch Island column
bulletMil Rate estimates has been changed to have Blackpool follow Utilities as requested by the committee
bulletReviewed spreadsheet that showed estimated comparable taxes to TNRD municipalities for residential and business assessed at $100,000 and $200,000 as was requested by the committee

 

3) Subcommittee Reports:

bulletSurvey committee; no report
bulletBid Proposal Committee; 2 bids received, Clearwater group met on April 13 to discuss evaluation criteria and will meet with Barriere one on April 24

 

4)Correspondence:

bulletMax reviewed Han’s question on tax implications to farms within incorporated boundaries and the answer is that farms will lose their tax exemption after a five year phase out, unless the restructure committee recommends the province impose a limitation on class 9 farm property.  Limitations only apply to farm property not farm dwellings.

Action Item: have the consultant check to see if Class 9 tax rate limitation is still valid for farmers

 

bulletMax reviewed Carol Schaffer’s letter to the Ministry and Tanya’s response

Action Item: The bid proposal committee is to ensure that the consultants understand Vavenby residents get a public meeting and risks to Vavenby are thoroughly reviewed and evaluated

 

bulletMax reviewed the Barrier Incorporation Committee public opinion survey
bulletMax reviewed the e-mail regarding what is to go on the Incorporation committee’s website and what is in the three ring binders that are at the library and Resource Centre. The committee agreed that the charts will not go on the websites as the information is rough and estimates only
bulletMax read out Christi Dobi’s e-mail regarding funding for MPB.  The questions asked is “ What is the eligibility for Mountain Pine Beetle community transition funding as it relates to incorporation; in other words, if you are incorporated, will you be able to better lobby/control access to transition funding under federal and provincial mountain pine beetle initiatives?”

Action Item: Max will pass the question onto the successful consultants

 

 

 

 

5) Question and Answer Sheets:

bulletQuestion and answer sheets will be posted on the website and have been placed in the three ring binders.  

 

 

6) Draft Budget:

bulletMax reviewed his recommended cost cuts in the budget, but needs to confirm with the consultant some of the thing they may do i.e. room rental, advertising and flyers

Action Item: Max to confirm with the consultant what they are covering under their proposal.

 

7) List of Items to give Consultant:

bulletMax reviewed list of things to give consultant and asked committee members if should add anything, no one responded with a concern

Action Item: members are to let Max know if they think of anything to add to the list

 

8) Draft Boundary Options:

bulletMax reviewed the draft boundary options and there are three things to consider financial, public willingness and service expectations

 

9) Elect a Treasurer:

bulletHeather MacLennan nominated Darlene Cowie and she accepted.

 

10 Why completing study on time is so important-Bert:

bulletBert explained if the community is incorporated by mid Dec it allows for government to refund communities a portion of the taxes ppaid.  Bert recommended the committee stick to the timeline, so the community does not lose this potential funding.

 

Public Discussion:

bulletSuggested that the committee put funding in for one meeting in Vavenby, as there will be a need to have one meeting there.
bulletQuestion: what about the revenues from RCMP for fines, tickets etc. will they come back to the community? (Carol Robertson)  Answer is that tickets issue inside the municipal boundary would stay in community and tickets issued outside would go the province.
bulletQuestion: What about tickets from the DOT where does the revenue go? (Warren MacLennan)
bulletQuestion: Last time incorporation was raised what was included in? (Drake Smith) Answer CID boundaries
bulletQuestion: What would happen if made boundaries smaller?
bulletQuestion: Can a municipality help a large land owner get their land out of the ALR if costs to own the land become to high especially if water lines go through the property? (Warren MacLennan)
bulletSuggestion from public is to bring longtime residents from other incorporated communities to discuss pro’s and cons of being incorporated.
